The controversial deportations were condemned by rights groups and caused a political crisis in Kosovo.</p><p data-wtg-lazy="8" style="background-repeat: no-repeat; box-sizing: border-box; margin: 0px 0px 0.625em; outline: 0px; overflow-wrap: break-word; padding: 0px;">Kosovo’s Ministry of Justice insisted however that “there have never been such extraditions from the Republic of Kosovo to the Republic of Turkey”. It argued that the Turks in 2018 were deported on the Interior Ministry’s instructions rather than extradited, as extradition requires a court ruling. The Interior Ministry and prime minister’s office did not respond to BIRN’s queries by the time of publication.</p><p data-wtg-lazy="9" style="background-repeat: no-repeat; box-sizing: border-box; margin: 0px 0px 0.625em; outline: 0px; overflow-wrap: break-word; padding: 0px;">However, the UN committee said that its definition of deportation includes extraditions and forcible transfers.</p><p data-wtg-lazy="10" style="background-repeat: no-repeat; box-sizing: border-box; margin: 0px 0px 0.625em; outline: 0px; overflow-wrap: break-word; padding: 0px;">It also said that there is a cause for additional concern because of Turkey’s influence in Kosovo, as the previous deportations of Gulenists happened “despite the instructions of the Chief Special Prosecutor of Kosovo, who had denied the extradition request for the individuals in question”.</p><p data-wtg-lazy="11" style="background-repeat: no-repeat; box-sizing: border-box; margin: 0px 0px 0.625em; outline: 0px; overflow-wrap: break-word; padding: 0px;">Turkish President Recep Tayyip Erdogan and his government accuse Gulen and his network of orchestrating a failed 2016 putsch and define the network as the ‘Fethullahist Terrorist Organisation’, or ‘FETO’ for short. The CAT itself also accepts that its findings are only declaratory in nature and do not create any obligation to amend asylum decisions.”</p><p data-wtg-lazy="19" style="background-repeat: no-repeat; box-sizing: border-box; margin: 0px 0px 0.625em; outline: 0px; overflow-wrap: break-word; padding: 0px;">The spokesperson further stated that the UN committee’s approval of an individual complaint “does not constitute an independent ground for appeal”.</p><p data-wtg-lazy="20" style="background-repeat: no-repeat; box-sizing: border-box; margin: 0px 0px 0.625em; outline: 0px; overflow-wrap: break-word; padding: 0px;">The UN committee said that Switzerland defended its decision to deport the Turkish couple by saying that if Kosovo transferred them to Turkey, “such a course of action would in fact be likely to jeopardise the proper functioning of bilateral cooperation with Switzerland, which is not in Kosovo’s interest”.</p><p data-wtg-lazy="21" style="background-repeat: no-repeat; box-sizing: border-box; margin: 0px 0px 0.625em; outline: 0px; overflow-wrap: break-word; padding: 0px;">But lawyer Yildiz argued that “six Turkish people with Gulen movement links were forcibly repatriated from Kosovo and imprisoned in Turkey, and Turkey has great influence and leverage over Kosovo”.</p><p data-wtg-lazy="22" style="background-repeat: no-repeat; box-sizing: border-box; margin: 0px 0px 0.625em; outline: 0px; overflow-wrap: break-word; padding: 0px;">Thousands of institutions – universities, schools, banks, media companies, NGOs and private firms – owned or run by alleged members of Gulen’s network have been seized in Turkey since the authorities crushed the attempted coup in 2016. On Tuesday, the Ministry of Education declined appeal by a private schooled linked to Turkish President Erdogan’s top foe.</p><p style="box-sizing: border-box; margin: 0px 0px 20px;">The school named after Shota Rustaveli is located in Rustavi, about 20 km east from Tbilisi and is regarded by locals as one of the best in the city and its vicinity. The ministry revoked its license in May on technical reasons. Albanian authorities on Wednesday deported Harun Çelik, a Turkish teacher at a school affiliated with the faith-based Gülen movement in Albania, to Turkey despite a court order releasing him from his five-month incarceration over an extradition request from Ankara. Çelik, 41, was reportedly arrested five months ago at Turkey’s request, but the court denied the extradition. According to Bold Medya, Çelik was released from prison on Wednesday evening, when the Albanian police picked him up for transport to Tirana’s Rinas International Airport. He had applied for asylum in the country five months ago, but officials have not yet proceeded with the request, the report said. FOR the past three-days, stories have been trending on Horizon School of Lusaka. Rumors and half-baked truths continue to dominate discussions and yet the government - the custodian of the truth on this issue - remains quiet. Why? I have no idea!</div>

Here is the truth about the Horizon School takeover.<br />The President of the Republic of Zambia Mr. Edgar Lungu has compulsorily acquired Horizon School in “public interest” using powers vested in him by the Lands Acquisition Act. In order to exercise this power, the President only has to demonstrate that it is in “public interest” to do so - and the owners will eventually be compensated by government as per law. They also have a right to challenge the President in the High Court for Zambia if they think the power has been exercised wrongly.</div>

The next question is what prompted the President to takeover Horizon School. The rumors and innuendos that the land has been acquired in order to facilitate for a shopping mall is not true - at least from what I know. The acquisition has been made following a protracted international battle between the Turkish government and the allies of former Turkish President who is connected to the Fethullah Gulen Organisation. In short, the Turkish government is alleging that the owners of Horizon Schools all over the world are actively involved in terrorism - the accusation which is denied offcourse.</div>

Let’s move to next step.<br />The Turkish government, through its Maarif Foundation, has opted to takeover all these Horizon Schools all over the world and kick out the alleged “terrorists”. Some governments have signed Bilateral Agreements with the Turkish government to takeover the schools and hand them to the Turkish Maarif Foundation. The government of Chad recently acquired the same schools and handed them over to Turkish government to run them. This is happening in so many countries.</div>

What will happen to Horizon School in Zambia?<br />What I know is that the Maarif Foundation has asked to be allowed to continue running the school. Whether government will accept this offer or not, it is for the Ministers to explain. But what is true is that the school is not closing and the staff will be maintained either through the Ministry of Education or indeed the Turkish government. Surely government can explain this obvious position!</div>

Will they build the shopping mall?</div>

The answer is NO! There is no shopping mall coming to replace the school. And the school is also not going to close down. That is is what I know talking to government and Turkish officials. So why is government not explaining this simple roadmap to stakeholders? School Board chairman Leslie Mbula is right to speculate in the absence of information!</div>

Lastly, the President is being accused of having personal interest in the matter. On this one, I can defend him. I do not think he has any personal interest given the fact that this an ongoing international battle. This is more of a foreign policy issue of the country. It is an international battle that has sadly entered our jurisdiction and those in power have the responsibility to deal with it - rightly or wrongly!</div>

Once upon a time Gulen was a stalwart ally of Turkish President Recep Tayyip Erdogan but those days are long past.</span></div>

Bosnia-Herzegovina detained an administrator in one of the schools run by the Gülenist Terror Group (FETÖ) in the country, Bosnian media outlets reported on Tuesday.
Fatih Keskin, who is from Turkey, was the manager of a FETÖ high school in Bihac province. He was detained on Tuesday after being called by the police to give his testimony. Following the detention, Keskin was reportedly transferred to a migration center to launch his extradition process to Turkey.
While police forces of the province have not released an official statement on the issue, Nedim Ademovic, a lawyer for some FETÖ fugitives that Turkey wants extradited, confirmed the detention.
Ademovic said that Keskin has lived in Bosnia for more than 20 years with his family.
Anadolu Agency reported that the high school that Keskin was working at was initially known as "Una-Sana College" under the Bosna Sema Education Institutions. However, later on, the school was transferred to the English Richmond Park Schools on paper and renamed the "Richmond Park Bihac College."
With a debt of more than 2.5 million euros ($2.88 million), property owned by the FETÖ-linked Richmond Park Schools is being sold off by the bank after the loan agreement was violated, said the weekly Bosnian magazine Stav in 2018. With this development, the educational institution has reportedly twice changed ownership since the 2016 defeated coup attempt but failed to inform the bank.
The magazine said fighting such FETÖ-linked institutions is not just a Turkish effort against the terror group but a domestic problem as long as the same structures operate in Bosnia-Herzegovina and try to indoctrinate children with a "sick" ideology.
FETÖ and its U.S.-based leader Fetullah Gülen orchestrated a coup attempt in Turkey on July 15, 2016, killing 251 people and injuring nearly 2,200 others in the process. FETÖ also has a considerable presence outside of Turkey, including private educational institutions that serve as revenue streams for the terrorist group.
FETÖ has a considerable presence abroad, particularly in the U.S., where it runs a chain of charter schools that are also a huge source of income for the terrorist group.

His name appeared on a leaked list of Turkish dissidents in Ukraine whom Ankara wants extradited.<br style="box-sizing: inherit;" /><br style="box-sizing: inherit;" />Erdogdu insists he is no terrorist and had nothing to do with the coup. Turkish pro-government media on Thursday said the Turkish intelligence service, the MIT, had participated in the detaining of six Turkish nationals that morning in Moldova and had taken them into an unknown direction.</div>

The deportations on March 29 were approved by Kosovo’s interior minister and intelligence chief, prompting their dismissal by Kosovo Prime Minister Ramush Haradinaj, who said the officials had acted without his permission. The deportees allegedly had ties to the Gulen movement, which Turkey calls the “FETO terrorist movement”.</span></div>

In his recent two-day visit to Kyrgyzstan, Turkish President Recep Tayyip Erdogan continued to exert pressure on Bishkek to take action against the Gulen network, which Ankara accused of staging a failed coup in July 2016.</div>

U.S.-based cleric Fethullah Gulen, once an Erdogan ally, is the loose center of a sprawling, amorphous social network. Gulen founded a movement which has, among other things, built and staffed hundreds of schools around the world, including in Central Asia where the schools filled a critical gap left by the collapse of the Soviet Union.</div>
<div style="background-color: white; color: #333333; font-family: georgia, serif; font-size: 16px; margin-bottom: 1em;">
Once a key aspect of Turkish soft power in the region, these schools have since become lightning rods in Turkey’s various contemporary bilateral relationships. After the failed coup, Turkish authorities demanded that Gulen-linked schools be shut down, lest they try to inspire a coup in Kyrgyzstan. That demand was met by prickly then-President Almazbek Atambayev’s <a href="https://24.kg/archive/en/vlast/181410-news24.html/" style="color: #cc0000; text-decoration-line: none;" target="_blank">sharp tongue</a>: “If Turkey is so smart, why did it miss a coup?”</div>
<span style="background-color: white; color: #333333; font-family: georgia, serif; font-size: 16px;">Kyrgyzstan renamed the schools but didn’t shut them.</span><br />
<div style="background-color: white; color: #333333; font-family: georgia, serif; font-size: 16px; margin-bottom: 1em;">
Two years later Atambayev is out, Jeenbekov is in, and Turkey is still trying to pressure Kyrgzystan into shutting Gulen-linked schools and organizations. The network of Turkish schools in Kyrgyzstan, known previously as Sebat lyceums, were <a href="https://24.kg/english/48162_Kyrgyz-Turkish_lyceums_Sebat_renamed_into_Sapat/" style="color: #cc0000; text-decoration-line: none;" target="_blank">renamed and reregistered</a> last year, but they were not closed as has happened in Tajikistan and Turkmenistan. Kazakhstan responded in a similar fashion, renaming schools but not shutting them down.</div>

<a href="https://thediplomat.com/2018/04/turkish-president-erdogan-urges-kyrgyzstan-to-join-fight-against-gulen/" style="color: #cc0000; text-decoration-line: none;" target="_blank">Earlier this year</a>, when Kyrgyz President Sooronbay Jeenbekov made a two-day visit to Turkey — his first foreign visit outside of the former Soviet Union since taking office in November 2017 — the persistent Gulen issue arose. After talks with Jeenbekov, Erdogan said, “We made clear our expectations from Kyrgyzstan in the fight against FETO.”</div>

FETO is what Turkish authorities call Gulen’s network, which it has dubbed the “Fethullah Gulen Terrorist Organization.”</div>

Erdogan then went on to repeat its 2016 refrain suggesting a coup in Kyrgyzstan. “It is such an organization that it has the character to do the same to Kyrgyzstan tomorrow what it did to us today,” Erdogan said before commenting that he believed Jeenbekov “will act more shrewdly and take the needed measures more rapidly.”</div>

At the time, Jeenbekov did not respond directly, only emphasizing his desire for closer relations with Turkey.</div>

Erdogan’s recent foray to Kyrgyzstan included a meeting with his Kyrgyz counterpart, attending a Kyrgyz-Turkish business forum, the opening of a new mosque and a visit to the Kyrgyz-Turkish Manas University for the ceremonial opening of a new medical department, as well as a summit of the Turkic Council and an appearance at the opening of the 3rd World Nomad Games.</div>

In statements with Jeenbekov on September 1, Erdogan reportedly said he didn’t want the relationship to return to its poor 2016 state. He then brought out the old canard, <a href="https://www.reuters.com/article/us-kyrgyzstan-turkey-gulen/erdogan-urges-kyrgyzstan-to-shut-down-gulen-network-idUSKCN1LH3Q2" style="color: #cc0000; text-decoration-line: none;" target="_blank">saying</a> that “We don’t want our brotherly people to encounter such problems” like a coup and that Gulen supporters “may infiltrate the interior ministry, military structures, such a coup may happen in Kyrgyzstan as well.”</div>

Jeenbekov in turn emphasized that the schools were under government control and have an excellent reputation. As Chris Rickleton noted in an article for <em><a href="https://www.eurasianet.org/erdogan-visit-delights-some-in-kyrgyzstan-annoys-others" style="color: #cc0000; text-decoration-line: none;" target="_blank">Eurasianet</a></em><em>,</em> Erdogan managed to slip a reference to the Gulen network into nearly all of his public appearances.</div>

Turkey continues to hammer at the Gulen issue and Kyrgyzstan continues to hedge, balancing several important concerns.</div>

First, the Gulen schools are critical to Kyrgyzstan’s educational system, which remains weak in significant ways. For example, a new school in Kyzyl-Ozgorush in southern Kyrgyzstan was constructed in 2010, but could fit only 120 students, leaving 600 to use the old school, built in 1957. Last year, the crumbling old school was declared unfit for use and students began classes in yurts, a situation that <a href="https://www.rferl.org/a/kyrgyz-schools-set-to-open-in-yurts/29465325.html" style="color: #cc0000; text-decoration-line: none;" target="_blank">persists</a> in the new school year, <em>RFE/RL</em> reported recently.</div>

Second, and this follows the first point closely, Gulen schools have operated in Kyrgyzstan successfully for more than two decades. These schools have meaningful domestic constituencies, from former students to the parents of current students.</div>

Third, a good working relationship with Turkey is important for Kyrgyzstan’s economy. While Kyrgyzstan’s trade volumes with Turkey fall behind Kazakhstan, Russia, and China in particular, Turkey remains an important economic partner. <a href="https://www.aa.com.tr/en/asia-pacific/kyrgyzstan-invites-turkish-investors/1244361" style="color: #cc0000; text-decoration-line: none;" target="_blank">Jeenbekov</a> said that the bilateral trade volume between Kyrgyzstan and Turkey was around $356 million, with their eyes set on crossing an ambitious $1 billion one day.</div>

Thus Jeenbekov operates from a stronger position vis-a-vis Turkey than Atambayev had.</div>

Once supported by the Turkish government, Hizmet enjoys a massive following in Turkey and various parts of the world. South Africa is no exception.</div>

In South Africa, the Gülen movement has established nine schools, as well as the Turquoise Harmony Institute, an inter-faith centre. Nizamiye mosque in Midrand, a prominent landmark, was built by one of Gülen’s most loyal followers.</div>

Hizmet networks among schools, businesses, think-tanks and publications help sustain the movement financially, researcher at the Afro-Middle East Centre (Amec) Matshidiso Motsoeneng said in an interview with The Daily Vox. The movement also has great influence on members of the Turkish political and professional elite which finances it. Additionally, Gülen’s businesses in the United States (US) where he resides are connected to big corporations there.</div>

After the attempted coup in Turkey in July 2016, Erdogan and his Justice and Development Party, abbreviated officially AK Parti (AKP) in Turkish, banned activities linked to Gülen. The Turkish government established the Maarif Foundation in 2016 to take over the administration of overseas schools linked to the Gülen movement. This indicates that it perceives the existence of these schools as a real threat of Gülen’s influence and power.\</div>

<span style="font-weight: 700; text-align: center;">The Erdoğan-Gülen conflict</span></div>

Erdoğan’s gripe with Gülen started years back. The president <span style="box-sizing: border-box; color: navy;"><a href="https://www.thedailyvox.co.za/turkey-coup-attempt/" style="background-color: transparent; box-sizing: border-box; color: navy; text-decoration-line: none; transition: all 0.07s ease;"><span style="box-sizing: border-box; font-weight: 700;">blamed</span></a></span> the botched 2016 coup attempt in Turkey on a faction in the military allied to Gülen, who was once an Erdoğan supporter. Gülen denied all allegations and said Erdoğan has become increasingly authoritarian.</div>

But the conflict began before that in 2010. “Gülen criticised Erdogan’s criticism of Israel and also criticised Turkey’s breaking off dip relations with Israel after the <span style="box-sizing: border-box; color: navy;"><a href="https://www.middleeastmonitor.com/20180601-turkey-remembers-mavi-marmara-victims/" style="background-color: transparent; box-sizing: border-box; color: navy; text-decoration-line: none; transition: all 0.07s ease;"><span style="box-sizing: border-box; font-weight: 700;">Mavi Marmara</span></a></span> incident,” Motsoeneng said.</div>

After that, Gülen criticised the AKP for trying to broker peace agreements with the outlawed Kurdistan Workers Party known as the PKK. Then in 2013, corruption allegations were levelled against Erdoğan’s supporters in government which included his son Bilal. The allegations were blamed on Gülen supporters in the police force and the judiciary. This subsequently led to allegations that he was involved in the 2016 attempted coup, Motsoeneng explained.</div>

<span style="box-sizing: border-box; font-weight: 700;">South Africa-Turkey relations</span><br style="box-sizing: border-box;" />Despite the First Lady’s talk of the “deep-rooted” and “profound” ties between South Africa and Turkey, this is untrue. The countries do not enjoy very close relations even though recent efforts look set to achieve this, Motsoeneng said.</div>

The president and his AKP party maintain that Gülen institutions are not impartial and apolitical but rather serve an agenda promotes Gülen following and undermines Turkish sovereignty, Motsoeneng said.</div>

“A lot of these accusations levelled against the Gülen schools have not been proven in South Africa even though Erdoğan has submitted documents to the government relating to them,” she said. However, South Africa does not regard the movement as a terrorist group or as posing any official threat to the country.</div>

The Hizmet schools have existed in South Africa for quite some time, without much opposition. However, Motsoeneng said the schools are not apolitical. “They have been vocal about political issues taking place in Turkey as well as Turkey’s presence and relations with South Africa,” she said.</div>

Tika, on the other hand, has been widely used to promote Turkish cultural diplomacy in many parts of the world. “I think as the Turkish push against the schools and institutions linked to the Hizmet intensifies, we will see more of the fight off between the two,” Motsoeneng said. “Whether or not this will impact South Africa remains to be seen as Turkey hopes to establish itself more in southern Africa,” she added.</div>
